he redevelopment plans for Charlestowne Mall in St. Charles have stalled once again as developers and city leaders struggle to agree on a plan for the vacant property. Local developer Urban Street Group had planned to buy the site from Krausz Companies, but decided not to proceed with the purchase without disclosing a reason. The city is now discussing potential redevelopment plans with Krausz and other interested parties.
St. Charles officials are exploring options to revitalize the mall, which has been idle for some time. Mayor Lora Vitek had previously mentioned considering tax incentives for the project, but no such requests have been made by Urban Street Group. The city's efforts to attract another buyer come after a previous developer, SR Jacobson, withdrew its revised redevelopment plan in 2022 due to financial and regulatory challenges.
The proposed redevelopment plans included apartments, townhomes, a hotel, retail space, and restaurants, but were met with resistance from the city over concerns about residential use. SR Jacobson's principal, Manny Kianicky, stated that the city wanted them to scale back the development's residential component beyond what lenders would support, even with tax increment financing in place. The company ultimately decided not to proceed due to the financial and regulatory hurdles.
