allas developer Sherman Roberts has pleaded guilty to bribing two former City Council members, Dwaine Caraway and the late Carolyn Davis. In exchange for their support on key housing projects, Roberts provided cash and promised continued payments to Davis, who used her position to push for his project, Serenity Place. She secured a 9% low-income tax credit and a $1.9 million city loan, while also pressuring other developers to withdraw their applications.
Roberts' bribery efforts extended to Caraway, who received cash and a monthly stipend in exchange for blocking a city RFP for the Patriots Crossing project. This ensured Roberts would be the sole developer for the area. Both Roberts and Caraway have pleaded guilty to bribery charges, with Roberts facing up to five years in prison at sentencing in March.
The case is part of an investigation targeting corruption in Dallas real estate development, which has also led to charges against two other developers: Devin Hall, associated with the Grand Park Place project, who admitted guilt in 2020, and Ruel Hamilton, linked to the Royal Crest project, awaiting retrial after his conviction was overturned.
