Developer secures state density bonus for expanded Westchester apartments

ityview is revising plans for an eight-story complex in Westchester after California's new density bonus law went into effect. The developer will use Assembly Bill 1287 to build more apartments with fewer affordable units at the proposed 489-unit building on West Manchester Avenue. Under the previous proposal, Cityview would have built a larger structure than zoning allows in exchange for 66 affordable housing units for very low-income households. However, AB 1287 now allows developers to include up to twice as many units as local zoning permits, provided they meet certain affordable housing requirements.

    Cityview is taking advantage of the new law by increasing its density bonus from 67% to 85%. This change results in an 11% increase in allowed apartments and a 3% reduction in affordable housing units, from 66 to 64. The building's design will remain unchanged, but the boost in density will come from reducing one- and two-bedroom units for more studio apartments.

    The project, designed by AC Martin, will feature a podium-level courtyard, numerous terrace decks, and a pool. It is expected to serve as a gateway to the Westchester Town Center. Construction is set to begin next year, with completion anticipated in 2027. The development may pave the way for other projects on the east side of Sepulveda Boulevard, including senior apartments and affordable housing.

    Cityview has invested in over 130 apartment complexes since its founding in 2003 and now manages 6,000 units across seven states. In January, the firm acquired six Los Angeles and West Hollywood apartment buildings from Blackstone for $63 million.
