Mixed-Use Project Secures City Incentives for $500M Development

Developers of Providence Square redevelopment inch closer to securing $6.9M in tax incentives.

$500 million redevelopment project at the former Providence Square shopping center in south Charlotte is moving closer to securing $6.9 million in taxpayer-funded incentives. The developers, Horizon Development Properties, Levine Properties, and Northwood Ravin, are seeking city council approval for their proposed incentive package next week.

    The project involves demolishing 473 aging apartments and redesigning 113 acres into a mixed-use community at 5668 International Drive, near Highway 16 about 8 miles southeast of downtown. Plans include affordable housing, infrastructure upgrades, and a public park. The developers have committed to creating 108 affordable units for residents earning between 60-80% of the area median income.

    Infrastructure investments will cover new traffic signals, medians, and pedestrian crossings, as well as $1 million in park programming and a 4.4-acre land donation for public use. Levine Properties and Northwood Ravin have pledged to cover any cost overruns, providing additional financial security.

    However, council member LaWana Mayfield raised concerns about transparency and the project's affordable housing commitment, requesting a detailed review of existing tax incentive agreements to assess long-term financial impact. The incentives would cover 27% of infrastructure costs, less than similar projects like Ballantyne Reimagined.
