he future of Sunrise Mall in Citrus Heights is uncertain after real estate investor Ethan Conrad abandoned his plan to purchase 50 acres of the property. The city council had rejected his proposed amendments to the development plan, which aimed to allow mixed-use development on the 100-acre site, including a Home Depot and an In-N-Out Burger.
Conrad's proposal was met with opposition from the city council, who voted unanimously against it two days ago. Conrad stated that he dropped his plan because the current guidelines of the Sunrise Tomorrow Specific Plan, approved in 2021, do not permit such developments. He believes that redeveloping existing buildings is more economically feasible than building new ones.
Conrad owns 25 acres of the property and still plans to redevelop it. However, the city council's decision has left the future of the mall uncertain. The city of Citrus Heights did not comment on the matter.
