ffirmed Housing Group, a San Diego-based developer, is set to break ground on a 95-unit affordable housing complex in unincorporated Los Angeles County south of Arcadia. The six-story Elara development at 4217 East Live Oak Avenue will replace a vacant lot and feature studio, one- and two-bedroom apartments with parking for 23 cars. The Mediterranean-style building will cater to low- and very low-income households.
The $50 million project is financed through public sources and private financing from Banner Bank and Redstone Equity Partners. Completion is expected in early 2028. Affirmed Housing Group has built over 70 affordable housing complexes across California since its founding in 1992, including supportive housing for families, seniors, and veterans. The developer currently has 18 more projects in the pipeline.
Mayflower Village, where the complex will be located, is a small Census-designated tract with a population of around 5,400 residents, according to the 2020 Census.
