Nonprofit Developer Seeks Permits for 80-Unit Senior Complex Behind South Berkeley Church

ommunity Housing Development Corporation of North Richmond plans to build an 80-unit affordable housing complex for seniors behind a church in south Berkeley. The nonprofit developer has applied for building permits to construct the five-story complex at Ephesians Church of God in Christ on Harmon Street, replacing a parking lot and two small outbuildings.

    The project would feature 79 one-bedroom units for seniors and one market-rate unit for a manager. Of the total units, 22 would be reserved for households earning 30% of area median income, 15 for those earning 45%, and 42 for people earning 50%. The complex would include a courtyard with parking and bike storage.

    Designed by Kodama Diseno Architects, the building would have two five-story wings, with the church occupying an eighth of the property. The exterior would feature redwood panels, stucco, and concrete, with expansive bay windows and wide eaves. Funding for the project is expected to come from the California Tax Credit Allocation Committee.

    The Community Housing Development Corporation of North Richmond was founded in 1990 by local leaders aiming to improve housing opportunities and economic conditions. The Black-led developer has built and managed 22 complexes in the Bay Area, including four senior facilities serving over 3,200 residents.
