Village, a Las Vegas-based developer, has revised its proposal to redevelop former Coast Guard housing in Concord. The new plan includes adding 508 apartments and townhomes to the site at 3295 Haleakala Street, up from an initial proposal for 286 renovated units. Q Village purchased the 60-acre property at auction in 2021 for $58.4 million.
The developer had previously threatened to use the state's builder's remedy to renovate the existing apartments, but instead will now submit a formal application to build a new complex called Quinault Village on the remaining 34 acres. The city of Concord has expressed interest in replacing the former military site with up to 800 homes, aligning with its goal to build 5,073 units by 2031.
Q Village's revised plan will be reviewed by the city design board this week, while a separate application for Quinault Village is expected to be submitted early next year. The site's zoning would need to be updated to accommodate the proposed development.
