Developer paid millions in back rent after donations to local officials

Developer Scott Goodman accused of owing $2M in unpaid rent while making political contributions.

D
eveloper Scott Goodman's company, Sterling Racine LLC, owes nearly $2 million in unpaid rent to the Chicago Transit Authority for a West Loop building. The company has also accumulated $25 million in unresolved late fees and $1 million in property taxes. Goodman attributes the tax debt to pandemic-related vacancies.

Despite being behind on rent, Goodman made significant political contributions to candidates running for statewide office and city council districts where he had development interests. His donations included thousands of dollars to Cook County Board President Toni Preckwinkle and Chicago's 4th Ward City Council candidates.

Goodman has other deals involving government agencies, including the sale of a golf course in Northbrook to the DuPage Water Commission for $80.5 million. He also leased three properties to the city for migrant shelters, generating $12.3 million in rent before the leases were ended. Goodman was the city's largest migrant landlord at the time.

Goodman claims his company has honored its agreement with the CTA and is now current on payments. However, he faces scrutiny over his business dealings and political contributions.
