n Excelsior Springs, Missouri, over 90 senior citizens gathered at the community center on December 6 for an informational session about Clay County's newly adopted Senior Real Estate Property Tax Relief program. The program, set to take effect January 1, 2025, aims to assist senior homeowners by freezing property taxes at their 2024 levels under specific conditions.

    Eligible homeowners aged 62 and older will have their real estate taxes frozen at their base year, which is 2024 for those applying in 2025. To maintain eligibility, participants must reapply annually with an affidavit verifying unchanged residency and tax responsibilities. The program's goal is to help seniors age in place by preventing property tax increases from forcing them out of their homes.

    The tax relief applies only to specific portions of the property tax bill, excluding constitutionally mandated taxes such as those supporting the blind pension fund. Eligibility requirements include being 62 or older, claiming the property as a primary residence, and paying real estate taxes on it. The base year will be 2024 for those applying in 2025, and applications can be submitted online, in-person, or through paper applications at designated county offices.

    Commissioner Joanne Lawson addressed potential concerns about the program's broader implications, stating that while it provides relief for seniors, it may shift more of the tax burden to other taxpayers. However, she noted that new residents, particularly young families with children, are revitalizing the tax base and offsetting the loss from senior citizens.

    The county is taking steps to ensure a smooth implementation, including outreach efforts to educate residents and help them apply. Informational sessions will be held across the county, and libraries, senior centers, and community organizations will assist seniors who may not be comfortable applying online.

    The program's application period will open on January 1, 2025, and run through March 31, 2025. Assistance will be available for those unfamiliar with the application process, and reminders will be sent through tax bills and other outreach efforts.
