Housing Authority Head Steps Down Amid Public Scrutiny

Angela Hurlock to succeed Tracey Scott as CEO of Chicago Housing Authority.

T
racey Scott is set to leave her position as CEO of the Chicago Housing Authority (CHA) on November 1, marking a significant leadership change for the nation's third-largest public housing agency. Angela Hurlock, chair of the CHA board of commissioners, will serve as interim CEO while a search for Scott's successor takes place.

Scott, who earned $300,000 annually, expressed pride in her work at the CHA, citing its role in providing a foundation for people to unlock opportunities. However, her tenure has been marked by both housing reform efforts and growing community frustration. Critics argue that she failed to deliver on key promises, including progress on the CHA's Plan for Transformation.

The unmet demand for affordable housing remains stark, with over 120,000 Chicagoans still on CHA waiting lists. Scott faced scrutiny for approving a deal allowing the Chicago Fire soccer team to develop a training facility on CHA-owned land, despite opposition from some community members. Plans for a $150 million high school on another CHA site have also stalled.

As interim CEO, Hurlock brings experience with housing initiatives to her role, having served as executive director of Claretian Associates and being a South Side resident. Her appointment comes at a time when the CHA faces mounting pressure to address the city's worsening housing crisis.
