ce Miller Welcomes Experienced Real Estate and Public Infrastructure Lawyer Juan D. Reyes III to Its New York Office
The national law firm of Ice Miller is pleased to announce the addition of highly regarded real estate and public infrastructure lawyer Juan D. Reyes III, who brings a unique blend of leadership experience in both private and public sectors to support clients navigating complex land use, development, finance, and permitting opportunities.
Resident in Ice Miller's midtown New York office, Reyes leverages his extensive knowledge of federal, state, and municipal regulations to advance clients' goals regarding zoning, planning, landmark and building code matters, and governmental funding and approvals. His transactional experience spans multiple industries, including real estate development, construction, transportation development, and financing.
Reyes previously served as acting head and chief counsel of the U.S. Department of Transportation's Federal Railroad Administration (FRA) and senior advisor to the Build America Bureau from 2017-19. During this time, he oversaw the FRA's staff and budget, serving as principal legal advisor on all U.S. passenger and freight rail matters.

Reyes' experience includes supporting multi-billion dollar U.S. rail upgrades, developing regulations for emerging technologies like Hyperloop and high-speed rail projects, and advising on Private Activity Bonds (PABs), Railroad Rehabilitation & Improvement Financing (RRIF) loans, and Transportation Infrastructure Finance and Innovation Act (TIFIA) loans.
