As part of this probe, he issued a Civil Investigative Demand to Community Capital Partners, LP (CCP), the company behind EPIC City. CCP is closely tied to the East Plano Islamic Center and was established by it. Promotional materials have explicitly stated that EPIC created CCP and benefits from its profits.
