Manassas City Budget: Tax Rate Stays Steady, Employee Salaries Rise

Flat tax rate in Manassas budget won't stop average tax bills from rising due to property value growth.

he City of Manassas has proposed a budget for fiscal year 2026, which includes no change in the real estate tax rate. However, due to increased property values, the average residential tax bill is expected to rise by 7.59 percent, or $406, while non-residential tax bills will increase by 3.83 percent, or $945. The proposed budget of $327.881 million represents a 1.7 percent decrease from last year's budget.

    The city purchased the former Marsteller School site and Manassas Shopping Center using one-time funds, which contributed to the decrease in this year's budget. Despite the decrease, the average property value has increased from $424,068 to $456,259, resulting in a higher estimated annual residential tax bill of $5,749.

    The proposed budget includes an 8.5 percent increase in electric rates and a 3 percent hike in sewer rates, pending a rate study that will be presented during a March budget work session. The city is also seeking $70.4 million for Manassas City Public Schools, with a $1,861,500 overall increase attributed to staff pay.

    City staff would receive a 3 percent merit pay increase and cost of living adjustment increases, as the city aims to remain competitive in the market. Other key budget items include funding for new police officers, firefighters, and infrastructure projects such as Dean Park improvements and a fire station relocation.
