Clarkstown Hamlet Rezoning Spurs Mixed-Use Redevelopment Plans in New City

larkstown's rezoning of the New City Hamlet has led to a surge in new projects, transforming underutilized shopping centers into vibrant mixed-use plazas with residential components. One such project is underway at DeCicco's Shopping Center on South Main Street, where a six-story, 176,350 square foot multi-family building will rise, featuring 152 apartment units and two levels of garage parking.

    The project also includes the construction of a 10,690 square foot retail building, a 2,700 square foot drive-thru restaurant, and an 8,500 square foot mezzanine level for DeCicco's supermarket. The existing movie theater and strip stores will be demolished to make way for the development.

    The project aligns with Clarkstown's Comprehensive Plan, which aims to increase housing density in areas like New City Hamlet. "Upzoning" refers to changing zoning laws to allow for higher-density development, and this project embodies that concept. The proposal is still pending approval from Clarkstown's Technical Advisory Committee before seeking a Special Permit.

    In Palisades, the former IBM/HNA campus on Route 9W has been sold to a Woodbridge-based developer for $27 million. The new owner plans to convert the property into a residential complex with 342 townhouses across 100 acres of land. The developer is seeking economic incentives from the Rockland County Industrial Development Agency (IDA), including exemptions from sales taxes and mortgage tax, as well as a PILOT agreement.

    The project's estimated costs are $270 million, with the developer seeking an exemption of about $2 million on $190 million in mortgage tax and $6.2 million for sales tax on $74 million in taxable purchases. Construction is expected to begin in June 2027, with completion by December 2030.

    Clarkstown will issue a bond to acquire another residential property on Waldron Avenue in Central Nyack, contiguous to the property purchased in 2023. The new acquisition includes plans for an expansion of the pocket park or possibly first responder housing.
