NH Retirement System to buy Concord property, adopt clean energy program for developers

he New Hampshire Retirement System is set to purchase an office building at 80 Commercial Street for $5 million. The property, which currently houses around 80 employees, will become the organization's new headquarters after a lease agreement ends in spring 2026. As a state entity, the retirement system is tax-exempt, but the property generated $127,938.88 in tax revenue in 2024.

    The purchase will be funded through the Retirement System's trust funds, and some minor renovation is expected before the move-in date. The building was constructed in 2000 as part of the redevelopment of the Horseshoe Pond area and is currently owned by Neville Investments, a Vermont-based property management company.

    New Hampshire has adopted a program called C-PACER to help developers build with clean energy. The law allows commercial developers to finance certain types of projects involving clean energy through a voluntary assessment on their property tax bill rather than taking an upfront loan. This makes it cheaper and more feasible for them to add such programs to planned construction or make construction financially viable.
