ayor Justin Elicker, Ward 6 Alder Carmen Rodriguez, and local developers marked the groundbreaking of “Twenty Fair,” a six‑story, 168‑unit apartment complex in Wooster Square. The ceremony, held Friday afternoon, featured shovels and a press conference where Elicker noted that much of the building was already underway, calling the project “ahead of schedule.”
Twenty Fair will offer studio, one‑ and two‑bedroom market‑rate units, plus 1,400 sq ft of retail, restaurants, and a public plaza. Developers plan a pedestrian‑bike corridor linking downtown, Wooster Square, and the Hill, and the site sits adjacent to the State Street train station. The complex is part of New Haven’s broader goal of adding 10,000 housing units in the coming years.
The joint venture involves Connecticut developer Spinnaker Real Estate Partners and New York‑based Epimoni, both of whom have previously invested in the city—Spinnaker at Olive and Chapel Streets, Epimoni in Wooster Square and downtown. Spinnaker’s VP Frank Caico explained that the block between Wooster Square and State Street had long been underutilized, and the project aims to activate the street.
Alder Rodriguez highlighted the neighborhood’s growing appeal, saying residents are eager to move from other parts of Connecticut to the city and that new development will create a safer, more vibrant community.
The complex will be located at 20 Fair St.
