n Thursday, Oct. 16, 2025, the Village of Jackson plan commission will review the Conditional Use and Site Plan for the proposed Jackson Elementary School at W204N16700 Jackson Drive, West Bend School District.

    The new school is part of the $165 million West Bend School District referendum approved on Nov. 5, 2024.

    The district proposes building a new elementary school on a 17.298‑acre parcel (749,567 sq ft.) of largely undeveloped farmland in Jackson. The site currently houses the Jackson Fire Department and Village Public Works buildings; all structures, pavement, and site improvements will be removed during preparation.

    The planned school will cover 85,845 sq ft., designed for up to 500 students, though enrollment is projected at about 400 (K‑5). Current Jackson Elementary hosts 306 students and 22 teachers and occupies 59,336 sq ft.; the referendum called for an 82,350‑sq‑ft building.

    Enrollment shifts are expected after the district closes Fair Park Elementary, Decorah Elementary, Rolfs Education Center, and the Education Service Center—closures approved in the 2024 referendum.

    WBSD data shows a declining population; the 2022 report “Planning for Schools of Tomorrow” outlines projections. Superintendent Jen Wimmer’s Oct. 14, 2024 email confirmed enrollment decline, and she projected a drop to 5,000 students during the Oct. 10, 2024 referendum meeting.

    The site will include the main school building, visitor and staff parking, an interior courtyard with playground and outdoor learning area, ample green space, and three bio‑retention ponds for stormwater management positioned in the northeast, southeast, and east sectors.

    **Potential motions:**

    1. Record the updated Certified Survey Map with the Washington County Register of Deeds.

    2. Execute a definitive Development Agreement covering school use, inspection, acceptance, financial security for village‑dedicated improvements, and traffic, parking, pedestrian provisions.

    3. Review and approve the completed Stormwater Management Plan and record a post‑construction plan.

    4. Reconfigure the west vehicle lane to eliminate encroachment on the 25‑foot setback per consulting engineers’ comments.

    5. Require the developer/owner to reimburse the Village for any outstanding charge‑back fees before permits are issued.

    6. Ensure compliance with any private restrictions or easements on the property.

    Construction is slated for summer 2027, opening for the 2027‑2028 school year.
