he city of Richmond is addressing a property tax bill mix-up. Thousands of residents received bills for the second half of 2025, but they should have been sent to mortgage lenders instead. The Department of Finance is working to correct this and send the bills to the right parties.
If you normally receive a property tax bill in the mail and haven't paid it yet, pay by June 16th as usual. If you've already paid, keep the bill for your records. If you don't typically get a bill and haven't paid, wait a few weeks for your lender to take care of it; call them to confirm. If you've already paid and your lender also pays this year's bill, contact 311 about a potential refund.
The city attributes the error to mistakes in their operating procedures. Mayor Danny Avula is taking steps to fix the issue, including revising standard procedures and bringing in an expert to improve communication and prevent similar problems.
