n the temporarily occupied Luhansk region, Russian authorities have seized over 114,000 Ukrainian properties. According to a report by the Luhansk Regional Military Administration, Russians have taken ownership of properties belonging to Ukrainian citizens and businesses.
More than 17,000 properties were transferred to regional control, nearly 46,000 to municipal control, and over 51,000 to federal control. Properties whose owners evacuated within 30 days of discovery by occupying forces were also seized.
Additionally, the "LPR" authorities plan to fine individuals for using expired driver's licenses issued under their system. These licenses previously had no validity outside the occupied region but have been extended until 2025. From April 1, driving documents from any country except Russia will be invalid for residents of occupied Luhansk who have lived there for over a year, resulting in fines up to 15,000 rubles.
Russian forces are also forcing residents to replace their vehicle documents with Russian-issued ones, marking the next phase of forced passportization.
