assHousing has provided $22 million in financing to North Shore Community Development Coalition (NSCDC) for the redevelopment of two former school buildings in Salem into 61 new affordable rental homes. The project will transform two vacant school buildings, located approximately 1.5 miles apart at 160 Federal St. and 13 Hawthorne Blvd., into a mix of studio, one-bedroom, and two-bedroom units.
The development includes Hawthorne Lofts with 29 rental units, featuring an artist preference, and Residences at St. James with 32 rental units restricted to households with at least one member aged 62 or older. MassHousing CEO Chrystal Kornegay said the project will bring new life to historic buildings and create much-needed affordable housing in Salem.
NSCDC CEO Felicia Pierce stated that the redevelopment reflects their commitment to serving a diverse range of residents while preserving the community's history and culture. The project received funding from various sources, including MassHousing, federal and state tax credits, TD Bank, and local government agencies.
The developments will be situated within walking distance of downtown Salem, offering proximity to amenities such as restaurants, shops, museums, and cultural attractions. Hawthorne Lofts will have community art space and an artist preference for residents, while Residences at St. James will cater to seniors.
Enhanced energy efficiency measures, water conservation, and improved air quality are also part of the development plan. The project consultant is New Seasons Development, LLC, with NEI General Contracting as the general contractor and ICON Architecture as the architect. Peabody Properties, Inc. will serve as the management agent, with construction expected to be completed in December 2025.
