Senate Passes Historic Housing Law

Bipartisan ROAD to Housing Act received unanimous backing for home construction, loan guidance, and disaster recovery.

    The ROAD to Housing Act, officially the Renewing Opportunity in the American Dream to Housing Act of 2025, cleared the Senate on Oct. 9 as part of the National Defense Authorization Act. The bill, first approved unanimously by the Senate Banking, Housing and Urban Affairs Committee in July, now moves to the House.

    Key provisions highlighted by the National Association of REALTORS® include:

    - **Housing supply**: Eases zoning hurdles, speeds environmental reviews, and offers grants for higher‑density construction.

    - **Homeownership**: Lowers mortgage barriers, streamlines appraisals, supports savings plans, and informs veterans of loan benefits.

    - **Innovation**: Revises rules for manufactured and modular homes and promotes cost‑saving building technologies.

    - **Disaster recovery**: Permanently funds resilient rebuilding efforts to reduce repeat losses and keep communities insurable.

    With the NDAA’s Senate passage, the ROAD to Housing Act will now be considered in the House’s NDAA version.
