Developer Paul Picknelly, principal of Monarch Enterprises, proposes a 15‑story courthouse at 55 State St., to Roderick L. Ireland House of Justice. He says the new building would let staff move quickly from the aging, “dirty” structure. Picknelly partners with Fontaine Construction and WestMass Area Development.
