outh Lake Tahoe’s Sugar Pine Village Phase 1 has been honored as the 2025 Best Real Estate Project of the Year in the Public‑Private Partnership category by the Sacramento Business Journal. The award celebrates the project’s community‑driven design and its role in expanding regional housing options.
The development is the result of a partnership between Related California, a leading affordable‑housing developer; St. Joseph Community Land Trust; the California Department of Housing and Community Development; Lowney Architecture; Deacon Construction; and the City of South Lake Tahoe. Together they delivered 68 high‑quality, sustainable units in Phase 1, with a total of 248 units planned—making it the largest affordable‑housing project ever built in the Tahoe Basin.
City Manager Joe Irvin praised the project: “Sugar Pine Village shows that thoughtful development can meet our housing needs while preserving the environmental values we cherish.” The award recognizes the project’s cross‑sector collaboration, rapid construction timeline, and layered funding from local, state, and federal sources.
The recognition underscores how public‑private cooperation can accelerate affordable housing delivery. The City Council’s 5‑year strategic plan and its investment in grants, bonds, and equity were crucial to securing the necessary capital.
Phase 1 welcomed its first residents in Fall 2024. Phase 2 is now leasing, and vertical construction for Phase 3 is underway. When complete, the 248 units will house roughly 800 residents, offering high‑quality, affordable homes in a preserved natural setting.
