    The UCLA Bruins baseball team is locked out of Jackie Robinson Stadium at the VA campus in West LA, where housing for military veterans is being prioritized. A federal judge has rejected UCLA's bid to delay construction of temporary supportive housing on parking lots next to the stadium.

    US District Judge David O. Carter ordered the VA to design homes for vets on the 388-acre campus, citing an emergency due to thousands of homeless veterans still living on the streets. The judge found that land-use agreements with UCLA and other private interests on the campus were illegal and terminated the leases.

    The court is now devising "exit strategies" for former tenants to ensure the land benefits veterans. Carter directed the VA to build 750 units of temporary housing within 18 months and form a plan to add another 1,800 units of permanent housing. The judge criticized the VA for quietly selling off land needed for homeless military veterans.

    The VA's annual budget is $407 billion, but the agency has been slow to address veteran homelessness. A month-long federal trial in August found that veterans are entitled to more than 2,500 units of housing on the campus. The court also ordered the VA to increase its promised 1,200 housing units by 2030.
