Westlake District of Los Angeles: Six Peak Capital's Ambitious Plan to Expand Residential Units

Los Angeles developer is planning to increase the number of units at a residential project in the Westlake district. The developer hopes to gain new entitlements through Mayor Karen Bass's Executive Directive 1 program, which was introduced in 2022 to speed up the development process for affordable housing projects.

    Six Peak Capital has already received entitlements for a six-story apartment building with 110 units at 2859 Francis Avenue under the Transit Oriented Communities program. The original plan included setting aside 11 units for affordable housing. The site is currently vacant.

    The developer has recently filed an application to increase the building's height to eight stories and add 121 new units, which is more than the current zoning allows. The plan also includes no on-site parking, as reported by Urbanize LA. Six Peak plans to market all of the new units as affordable under the Executive Directive 1 regimen.

    Mayor Bass introduced Executive Directive 1 to streamline the development process for affordable housing projects. The program focuses on reducing bureaucratic red tape and expedites the pre-construction review process for projects that are entirely affordable housing. If all projects are completed, they could bring around 14,000 new residential units to the city.

    Six Peak has experience with transit-oriented density bonuses and benefits of Executive Directive 1 through various infill projects across Los Angeles. The company is currently developing a 121-unit apartment building on Sunset Boulevard in the Silver Lake District.
