The Bau- und Liegenschaftsbetrieb Nordrhein-Westfalen (BLB NRW) has signed a long-term framework agreement with circular construction specialist Concular. The agreement runs until 2030 and aims to systematically embed the reuse of building products across Germany's largest public property portfolio. Following the project on the Berlin TXL site, this agreement represents the second comprehensive framework contract of its kind for Concular.
As part of the partnership, Concular will handle strategic consultancy, technical planning and construction-phase implementation for the reuse of building components across state-owned properties. The cooperation builds on previous joint initiatives, including the project at the Behrensbau in Düsseldorf. The multi-year term provides the company with planning certainty to invest specifically in staffing capacity, logistics and locations within North Rhine-Westphalia.
Digital platform and regional logistics centres
A key component of the agreement is the provision and ongoing operation of a digital building materials platform. In future, all circular processes across the state's refurbishment and conversion projects will be systematically recorded and managed via this system. In addition, Concular operates regional processing centres, known as urban mining hubs, at locations including Düsseldorf, Aachen and Detmold.
- —Systematic recording of conversion and deconstruction properties via pre-deconstruction audits in accordance with DIN SPEC 91484
- —Feeding components into the component exchange for internal reuse based on the design by availability principle or for external distribution
- —Interim storage, manual or technical reconditioning, and re-certification of materials in regional hubs
- —Preparation of project-specific life cycle assessments (LCA) and documentation via building resource passports
The recorded materials and construction products are primarily available for internal refurbishment and new-build projects across the state of North Rhine-Westphalia. If direct reuse within the portfolio is not envisaged, items are marketed to third parties. The regional hubs ensure interim storage and the necessary re-certification to allow legally compliant reinstallation of the building materials.
Establishment on an institutional scale
Dominik Campanella, co-founder and managing director of Concular, explained on the occasion of the contract signing that the decision by Germany's largest property operations agency underlines the viability of circular construction concepts on an industrial scale. He noted that this requires the interplay of consultancy, a technological platform and logistics management. The agreement establishes the foundation for making circular methods a binding standard across the public sector.
