The Social Democratic Party of Germany (SPD) has advocated for the constitutional entrenchment of climate adaptation measures and heat protection. This demand is considered long overdue by expert Claudia Kemfert, head of the Department of Energy, Transport, Environment at the German Institute for Economic Research (DIW Berlin). Ms Kemfert emphasises that climate adaptation is not an optional task, but a fundamental component of public services.

Phenomena such as heatwaves, droughts, heavy rainfall and floods are already causing significant health and economic damage. Municipalities, in particular, are directly affected and operate on the front line. For this reason, reliable, joint funding from the federal and state governments is essential. According to DIW Berlin, individual funding programmes or short-term heat protection packages are proving insufficient to meet long-term requirements.

Planning certainty is crucial for effective climate adaptation. This encompasses various areas, including the promotion of more urban greenery and shading solutions, the unsealing of surfaces, efficient water management, flood protection, and the development of climate-resilient infrastructure. The DIW Berlin expert explains that investments in preventative measures save costs in the long run, as otherwise, manifold more would have to be spent on repairing damages.

Climate Protection and Adaptation as an Integrated Strategy

At the same time, it is unequivocally clarified that adaptation to climate change cannot replace actual climate protection. The more global warming progresses, the more elaborate and costly all adaptation measures become. This highlights the necessity of pursuing both strategies simultaneously and with great consistency: resolute climate protection and permanently funded climate adaptation. This is important for the long-term stability of infrastructure and real estate.
