Landsberg am Lech. The Landsberg am Lech City Council approved a development plan for construction fields B1 and D within the Papierbach Quarter at its meeting on 17 June 2026. This decision creates the legal basis for the further development of the area, which includes the realisation of a hotel, cultural facilities, and residential space, and enables the start of the planning and pre-construction phase for the aforementioned construction fields.
The adoption of the development plan paves the way for the creation of Europaplatz, a central and larger meeting point for the quarter. Above this square, a “green roof” consisting of climate-resilient, deep-rooted trees is planned to optimise the microclimate. Europaplatz is also intended to establish a direct connection between the Lady-Herkomer-Steg and the western urban area. The concept, referred to as a “green entrance”, was developed by grabner huber lipp landschaftsarchitekten and stadtplaner from Freising and is the result of a participation and discussion process.
Europaplatz will be framed by an L-shaped hotel and cultural building on construction field B1. A cultural pavilion on the ground floor with approximately 360 square metres of space, plus a mezzanine, is intended to revitalise the square culturally. This pavilion, designed for up to 200 guests, opens onto Europaplatz and allows for flexible use of the open space during events. Upon completion, the City of Landsberg am Lech will assume responsibility for curating the cultural programme. In addition to cultural use, the building also includes commercial space for a hotel as well as residential uses, including owner-occupied flats and serviced apartments. Adjustments were made to the building's height and cubature to ensure better integration into the cityscape and to enlarge Europaplatz. The roof area was also greened as part of the public participation process.
Construction field D forms the southern boundary of the quarter. A residential building with a total of 56 residential units is planned there, directly by the Papierbach and a wet biotope, according to designs by Hierl Architekten. In the course of planning changes, the roof form of this building was adapted, with a curved mansard roof being implemented instead of a flat roof, to achieve a more harmonious integration into the surroundings.
Doris Baumgartl, Mayor of the City of Landsberg am Lech, stated that the City Council's decision creates the legal basis, especially for the hotel at Papierbach, as the demand for accommodation in Landsberg remains consistently high.
Samira Pichler, Chief Development Officer at Ehret+Klein AG, emphasised the successful completion of a two-year process. She highlighted that the new green entrance represents a significant enhancement for the quarter and that the hotel can now be realised independently, while culture functions as a separate entity operated by the city. Pichler underscored the importance of public participation and close cooperation with planners, experts, and the city administration.
Doris Grabner, landscape architect and urban planner, explained that the concept for Europaplatz offers solutions for climate adaptation issues, both regarding green infrastructure and rainwater management. She stressed that these aspects would work synergistically and contribute to the quality of stay for citizens.
