Eurofund Group is bolstering its leadership team in Germany with Carsten Neubauer. In November 2026, the civil engineer will take up the role of Director Construction and Development for the German market. Neubauer looks back on a career spanning more than twenty years in the real estate sector and brings extensive retail and construction expertise to the company.
At the core of his remit is the revitalisation of the long-standing Rhein-Ruhr Zentrum in Mülheim an der Ruhr. Eurofund Group acquired the retail property in July 2023 together with its investment partner Signal Capital Partners. Neubauer will oversee the operational management of the complex redevelopment and repositioning of the site.
Responsibility for planning and construction processes
Neubauer's primary responsibilities include managing all construction and planning permission processes. In this role, he will coordinate collaboration with external specialist consultants, planning practices and architects. He will also serve as the main point of contact for the planning authorities of the City of Mülheim an der Ruhr to structure the coordination process for the major scheme.
Olaf Ley, CEO Germany Retail at Eurofund, stated that the company valued Neubauer's familiarity with the demands of international retail as well as his track record in leading complex construction schemes. These qualifications are essential for the ongoing development of the Rhein-Ruhr Zentrum and the company's planned expansion across the German market. Neubauer himself described the upcoming redevelopment as a challenging task in which he will apply his cross-functional expertise bridging retail and construction management.
Experience from international retail groups and consultancies
Prior to joining Eurofund, Neubauer served as Head of Construction for the Dutch non-food discount chain Action. There, he managed expansion planning, construction execution, project controlling and maintenance across the nationwide store network. Earlier in his career, he was responsible for the property portfolio of fashion brand Esprit across Europe and the Americas as construction manager.
Previous career milestones saw the graduate civil engineer work for consultancies EC Harris and Arcadis. There, he supported multinational corporations in defining their real estate strategies, advised on cost management and directed overarching programme management assignments. His clients at the time included the following companies:
- —Hugo Boss and TK Maxx
- —Mercedes-AMG and Adidas
- —Deutsche Bank
Alongside his core engineering degree, Neubauer holds a Master of Business Administration and a formal qualification as a certified programme manager.
