anoramic Interests has received approval to redevelop the former Regal UA Theatre in Downtown Berkeley into a 227-unit apartment tower. The San Francisco-based developer plans to tear out the rear of the 92-year-old cinema, preserving its historic facade, and construct a 17-story highrise at 2274 Shattuck Avenue. This project is part of a growing trend of apartment tower developments in Berkeley, which has a severe shortage of housing.
The Art Deco moviehouse, opened in 1932 as the United Artists Theater, closed last year. Panoramic's plans call for a partial removal of the Regal building and the construction of a ground-floor cafe and 23 affordable apartments. The project qualifies for a density bonus due to its inclusion of affordable units.
The city's Landmarks Preservation Commission designated the facade a landmark, allowing Panoramic to redevelop the rest of the property. However, Save the UA Berkeley may appeal the project approval in light of reports that cast doubt on whether the CEQA exemption granted was justified. If an appeal is filed, it will go before the City Council for a final vote.
Construction could start late next year or in early 2026 if Panoramic can secure funding. The developer is considering using Assembly Bill 1287 to boost the building's height to 22 stories and employing mass timber construction techniques. This project joins other developments, such as Gilbane's plans to redevelop the California Theatre into a 23-story residential highrise, which also preserved the historic facade and marquee.
Downtown Berkeley is experiencing rapid growth, with six proposed highrises between 16 and 28 stories planned for the central core. The city's pro-housing laws and zoning code changes have contributed to this trend, making it one of the fastest-growing areas in the Bay Area.
