ermilion Development is seeking approval for a 31-story apartment tower in downtown Evanston, which would set a new height record for the city. The proposed building at 605 Davis Street would have 447 units, significantly more than the company's initial plan for an 18-story office building. If approved, it would surpass Orrington Plaza and Sherman Plaza as the tallest structure in Evanston.
The project requires approval from the Evanston City Council, which must also approve new zoning code changes. The updated regulations aim to encourage development by allowing larger buildings in most areas and permitting accessory dwelling units in one- to four-unit buildings. Stricter environmental standards and affordable housing requirements are also being introduced, including a 15 percent affordability requirement for developers seeking height bonuses.
Vermilion's proposal includes at least 67 units reserved for affordable housing, with the remaining units expected to be market-rate. The company has also invested $2 million in acquiring the neighboring Chase Bank drive-thru, which could be integrated into their development plans.
