The Suisun City Council has approved a reimbursement agreement with California Forever, ensuring the company will cover upfront costs and provide $10 million in early public benefit payments. Mayor Alma Hernandez sees this as a "generational opportunity" that could bring jobs and housing to the area, reducing the need for Solano County residents to commute outside the county. However, critics argue that Suisun City is bypassing voter approval by annexing the land, which was previously planned to be put to a vote in 2026.
The reimbursement agreement ensures California Forever will cover all upfront costs and provide significant public benefits, while preserving Suisun City's authority and accountability from the developer.
