To qualify, applicants must be the property owner as of January 1, 2024, and meet specific age or disability requirements: being at least 65 years old by December 31, 2023, or certified as totally and permanently disabled by that date. Additionally, their combined total income for 2023 cannot exceed $88,800, and their net worth, including spouses', must not surpass $305,000 as of the same date.
