Northlake Launches in Oakland: Privately Funded District with Enhanced Security and Beautification

akland real estate investor Isaac Abid, joined by Interim Mayor Kevin Jenkins and Councilmember Carroll Fife, announced the launch of the Northlake Project at a press conference in Uptown on April 14, 2025. The project aims to revitalize the area between 19th and 27th Streets and Broadway to Lake Merritt through public-private partnerships.

    Abid's goal is to change the narrative about Oakland by making it a more attractive destination for visitors and businesses. He acknowledged that the city has faced challenges in recent years, particularly with crime concerns. To address these issues, Northlake will invest in enhanced neighborhood security, street ambassadors, beautification projects, better street lighting, and finding new uses for underutilized properties.

    Unlike traditional business improvement districts, Northlake will be funded by private investors, including real estate company Holland Partners and PG&E. Abid credited his team, including his wife Puja Abid and Warren Logan, with helping to bring the project to life.

    Interim Mayor Jenkins and Councilmember Fife praised the public-private partnership as a model for increasing foot traffic downtown and making Oakland more appealing to businesses and visitors. Northlake will build on the services already provided by the Uptown Downtown Business Improvement District.

    Abid has become a prominent figure in Oakland politics, having helped launch committees to support local initiatives and candidates. His organization, Revitalize East Bay, has played a significant role in this year's special election, donating funds to various organizations supporting Loren Taylor for mayor.
