The Abu Dhabi Projects and Infrastructure Centre (ADPIC), the government authority responsible for steering state capital investment projects in the Emirate of Abu Dhabi, has entered into a memorandum of understanding with global investment manager Partners Group. The agreement is aimed at channelling private capital into infrastructure and property projects across the Gulf region. The formal signing of the Memorandum of Understanding took place at the EXPO REAL trade fair in Munich.
For the state centre, the agreement marks its first formal partnership with an entity from the private markets sector. Participation models for private investors are being examined across several strategic sectors. These include advanced engineering and construction services, industrial technologies, and modular construction. In addition, technical services and modern technologies, including artificial intelligence applications, are a key focus of the planned undertakings.
Strategic link between state and private capital
Maysarah Mahmoud Salim Eid, Director General of ADPIC, underlined the importance of dependable oversight and high accountability from planning through to completion. He noted that the Emirate's next phase of economic development requires close alignment between government authorities and private sector participants. The centre aims to systematically bring together capital, operational expertise, and innovation to support long-term development plans and improve the local quality of life.
As part of the partnership, Partners Group intends to explore both direct investments and local co-investments. The firm is drawing on its active ownership approach as well as an established presence in the region, where the group's existing portfolio companies currently employ more than 2,000 people. Suhail Albaz, responsible for the Middle East, Africa, and Central Asia regions at Partners Group, explained that the collaboration aims to align attractive risk-adjusted returns with the Emirate's broader infrastructure objectives.
International presence at EXPO REAL
The agreement was concluded as part of the ADIS International Roadshow 2026, led by ADPIC. A delegation of more than 40 representatives from administration, investment, and project development travelled to Munich for the occasion. The objective of the European appearance was to deepen contacts and establish partnerships for Abu Dhabi's government investment programme, which comprises a project volume of more than 56 billion US dollars.
