Negotiations between Technologie Campus Munich GmbH (TCM) and the state capital Munich have led to a comprehensive agreement regarding the tenancy for the QUBES office building. The discussions, described as intensive and constructive, will enable the City of Munich to continue using the property.
The agreement definitively settles outstanding rental, technical, and legal issues between the parties. Furthermore, all pending legal disputes will be resolved. The City of Munich, represented by it@M, will use the property at Agnes-Pockels-Bogen long-term as a single tenant and will lease all rental spaces.

The agreement is directly relevant to the advanced sales process for the property, for which there is significant acquisition interest. Alexander Pauls, who is responsible for the operational management of Technologie Campus Munich GmbH as interim managing director, commented on the significance of the agreement. He emphasised that by clarifying all contentious points, the foundation has been laid for marketing a core property with long-term secured tenancies and high transaction certainty.
The project company for QUBES was transitioned into controlled debtor-in-possession insolvency proceedings in 2025. Operations were stabilised within the framework of these proceedings. The debtor-in-possession team, consisting of PAULS Development & Consulting GmbH and the law firm Wellensiek, conducted the key negotiations. Dr. Michael Schuster of JAFFÉ Rechtsanwälte Insolvenzverwalter accompanied the proceedings as the court-appointed trustee.
The debtor-in-possession team received real estate law advice from Arnecke Sibeth Dabelstein, led by Ms. Katharina von Hermanni, a partner at the firm's Munich office. Confidentiality was agreed upon regarding the specific economic terms of the agreement reached.
