On 1 July 2026, STADT UND LAND Wohnbauten-Gesellschaft mbH welcomed a Ukrainian delegation to Berlin. The group, led by the Deputy Minister for the Development of Communities and Territories of Ukraine, Natalia Kozlovska, learned about municipal housing construction in Germany.
A key part of the visit was a presentation of STADT UND LAND's current new-build projects. The company's experience as a municipal housing company was central to this. The delegation particularly visited Buckower Felder, a significant new development area, where the development of the district, subsidised housing, social infrastructure, and approaches to sustainable urban development were presented.
Comprehensive Expert Programme and Political Support
The expert exchange was embedded in a programme accompanied by the Berlin Senate Department for Urban Development, Building and Housing. Coordinated by Dr. Jochen Lang, Head of the Housing and Urban Renewal Department, the guests gained insights into Berlin's housing policy, housing promotion, and the working methods of the state-owned housing companies.
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) supported the organisation of the expert visit, while the Senate Department assumed the role of political host and overall coordinator. This programme brought together representatives from politics, administration, financing institutions, and the housing industry. Discussions focused on the role of state-owned housing companies in creating affordable housing, instruments for housing promotion, and financing and rental models in the Berlin housing market.
Continuation of an Established Cooperation
The current exchange builds on STADT UND LAND's earlier commitment to reconstruction in Ukraine. As part of the 'Typenhaus Ukraine' project, the company already provided housing expertise, planning documents, and know-how free of charge. Ingo Malter, Managing Director of STADT UND LAND, emphasised the ongoing interest from Ukraine, particularly in the 'Typenhaus' (standard house) concept. Cooperation with expert circles in Ukraine via the Competence Centre for Large Housing Estates has existed for several years, with all planning documents continuing to be provided free of charge.
At the core of the exchange was the question of how housing expertise from Berlin can be utilised for reconstruction. One starting point is standardised building typologies, which allow for rapid implementation, can be adapted to local conditions, and at the same time ensure long-term use. The 'Typenhaus Ukraine' by the Competence Centre for Large Housing Estates, in cooperation with Ukrainian architects, is a successfully implemented example of this.
