The odour nuisance still emanating from the remains of the Lineage Cold Storage warehouse, which went up in flames on 17 June in the Boyle Heights district of Los Angeles, is almost beyond words. Nearly 4,000 odour complaints have been filed with the South Coast Air Quality Management District (SCAQMD), with descriptions ranging from a foul smell reminiscent of various spoiled foodstuffs.

The enormous facility, spanning over 225,000 square feet (approximately 20,900 square metres), housed millions of pounds of frozen food, which is now decaying. Firefighters, who were busy extinguishing the last embers into July, faced a complex challenge: the massive fire load in a low-oxygen environment. The incident underscores growing concerns about the safety of so-called 'mega-warehouses'.

Growing Concerns with Large Warehouses

Warehouses in general have grown increasingly larger in recent years. The average size of a newly built warehouse in the US increased from 150,000 to 225,000 square feet between 2010 and 2020. Some of these facilities even span more than a million square feet. The concentration of large quantities of goods in one place presents an elevated fire risk, which can be difficult for emergency services to combat.

The fire at Lineage Cold Storage is not the first major warehouse blaze. In 2020, a Walmart distribution centre in Plainfield, Indiana, also a mega-project, burned for days. Such events raise questions regarding the adequacy of current fire safety regulations and the capacity of fire services to handle such disasters. City Councillor Eunisses Hernandez expressed concern about the need to scrutinise such facilities more closely, particularly regarding their impact on surrounding communities.

Regulatory Scrutiny and Future Requirements

The City of Los Angeles is responding to these concerns. The recent events led to a call for the City Planning Commission to review existing fire safety and zoning laws for warehouses. This includes the possibility of introducing stricter requirements for the construction and operation of large logistics facilities. The aim is to ensure the safety of both the facilities themselves and that of neighbouring residential areas, which are often affected by emissions and potential hazards.

The discussion also focuses on the type of goods stored. A cold storage fire, where organic materials like food spoil and cause extreme odours, poses a particular challenge. The city faces the task of finding a balance between the necessity of efficient supply chains and the protection of public health and safety. This development could have long-term implications for the planning and development of warehouse properties in urban areas.
