Neolix, an internationally recognised provider of autonomous RoboVans and operator of a comprehensive fleet of autonomous delivery vehicles, has designated Luxembourg as the primary location for its European headquarters. The establishment process has been initiated to evolve Neolix's European expansion from initial pilot projects and collaborations into a commercial business with a local presence. This decision, made public during IAA Transportation 2026, integrates regulatory preparations, a growing network of European partners, and Neolix's proven autonomous logistics technology. The aim is to build a scalable platform for inner-city delivery services in European markets.
Luxembourg will henceforth serve as the central corporate and regulatory hub for Neolix in Europe. This underscores the company's long-term commitment to the European market. Neolix is currently focusing on establishing local structures and the necessary infrastructure to support commercial operations and further growth in Europe. Will Zhao, Executive President of Neolix, emphasised that the European logistics industry is facing an increasing driver shortage, while the demand for delivery services continues to rise. He highlighted that Neolix brings extensive experience from commercial scaling to the European market, supported by technology that has already been tested at scale in real-world operations. The commitment in Europe is operational and aimed at building a long-term business with European customers and partners.
Building a European Ecosystem
As part of the expansion of its European business, Neolix plans to establish additional local companies. Dr. Yong Gessner, Vice President and Head of Neolix Europe, stated at IAA Transportation 2026 that autonomous logistics would not be brought to Europe externally, but rather built together with European partners, according to European rules, and by teams accountable to local communities. Neolix's European presence already includes markets such as Luxembourg, Belgium, Germany, the Netherlands, Portugal, France and Switzerland, with plans to open up further areas. Each engagement aims to establish partnerships, regulatory relationships, and operational expertise that will serve as a basis for broader commercial rollout.
The expansion of the European presence runs parallel to the global scaling of the commercial fleet of autonomous vehicles. Neolix operates approximately 27,000 RoboVans worldwide, which have covered over 230 million kilometres and generate more than one million autonomous kilometres daily. This fleet size significantly exceeds the dimensions of leading robotaxi fleets and illustrates the transition from technological testing to commercial deployment under real-world conditions in logistics. This is particularly relevant for Europe, as the transport and logistics sector faces an acute labour shortage. A report by the European Labour Authority (ELA) from 2025 refers to widespread bottlenecks, caused among other things by demographic developments and skills gaps.
Estimates by the International Road Transport Union (IRU) put the number of unfilled HGV driver positions at over 500,000, which corresponds to approximately 13 per cent of employees in this sector. By 2030, another 660,000 drivers will retire. Already today, two-thirds of operators are forced to reject new orders due to a lack of staff. These circumstances highlight the potential of autonomous delivery solutions to take over clearly defined and recurring logistics tasks, thereby expanding delivery capacities and reducing dependence on the availability of human driving personnel.
