The Hagedorn Unternehmensgruppe and the City of Kaltenkirchen are jointly realising a new urban quarter by the lake. The project involves a site of approximately 20 hectares, which formerly housed a sand-lime brick factory. Hagedorn Unternehmensgruppe acquired the area from Xella Deutschland GmbH in early 2026. The planned mixed-use quarter will comprise between 500 and 600 residential units, supplemented by leisure and cultural amenities, local provision facilities, and areas for public use. This development is taking place in successive consultation with the City of Kaltenkirchen and the relevant specialist authorities.

A defining characteristic of the quarter will be its lakeside location. The plans include various housing options, a publicly accessible lakeside promenade with a circular path, gastronomy with lake views, and further leisure and cultural amenities. Additionally, a swimming area, a boat dock, and the establishment of a childcare facility are part of the current concepts. Before construction can begin at this site, extensive preparatory work is required. This includes investigating and preparing the areas, dismantling existing structures, and securing the planning law framework conditions for the subsequent construction.

Significance and Progress of the Project

Kaltenkirchen's Mayor Stefan Bohlen emphasised the significance of this project, as it offers the chance to create a new, attractive segment of Kaltenkirchen. He noted that a quarter is emerging here that uniquely combines living, provisions, cultural, and leisure amenities, thereby sustainably strengthening the quality of life in the city. Furthermore, this will prevent the creation of a new brownfield site in the centre of Kaltenkirchen.

Axel Köster, Managing Director of Hagedorn Revital GmbH, highlighted that the revitalisation of formerly industrially used areas is a core component of the company's activities. In Kaltenkirchen, a sustainable living space is being shaped from a former excavation area. This is being done sustainably, innovatively, and in close exchange with the city administration. The lake quarter thus serves as an example of the Hagedorn Unternehmensgruppe's approach to reintegrating former industrial sites into the usage cycle by activating existing land potential. Here, the various services within the corporate group intertwine, from demolition and site preparation to the development of a viable usage concept.

A significant step will occur in the autumn with the start of demolition work on the site, which will create the prerequisite for the future lake quarter. Another important milestone will be reached at the end of June with the resolution for the development plan, which moves the quarter's development into the next phase. This project fits into a series of similar revitalisation projects by the Hagedorn Unternehmensgruppe. With its process chain of demolition, recycling, civil engineering, heavy-duty logistics, site preparation, and quarter development, the company has regenerated more than 3.5 million square metres of brownfield and industrial sites.
