omes & Hope is planning a 60-unit affordable housing complex in Burbank, dubbed The Village at Fairview. The three- to four-story development would be built on the site of seven single-family and multifamily buildings, including 16 existing affordable apartments, which would be demolished. The project would feature an underground garage for 60 cars and 59 affordable apartments, with a mix of one-, two-, three-, and four-bedroom units.
The complex would include 11 extremely low-income units, 30 very low-income units, and 18 low-income units, as well as a market-rate unit for a manager. Homes & Hope aims to use density bonus incentives to build the project despite local zoning restrictions. The developer has partnered with Burbank Housing, a nonprofit organization, and plans to include 15 permanent supportive housing apartments.
The $44 million project is designed by Y&M Architects and features a unique design with gables, a stone-clad first floor, central courtyard, and community room. Construction is expected to begin in January 2026, pending financing, and be completed in September 2027.
