With more than 15 years of experience, Nooning has guided clients through acquisitions, dispositions, sales, leases, development, construction, land‑use, financing, and a wide array of commercial contracts, while also handling zoning and variance matters before local authorities. Her municipal expertise covers contracts, deeds, annexation, land‑use planning, economic development, municipal finance, utilities, ordinances, bond issuance, public procurement, and public‑works projects, and she has worked extensively with the Access to Public Records Act and the Open Door Law. Since 2012, she has served as town attorney for several Boone County municipalities.
