DTLA Office Tower Plan Clears Appeal, 13-Story Project Moves Forward

ines has overcome an appeal that sought to block its 13-story office project in Downtown Los Angeles's Arts District. The Houston-based developer received approval from the city Planning Commission for a 435,000-square-foot structure at 2045 East Violet Street, which will replace two commercial buildings. However, the company may face challenges in a market where nearly a third of offices sit empty.

    The office vacancy rate in Downtown L.A. has risen to 32.8%, with over 1.2 million square feet of negative net absorption, according to CBRE. This has led some developers, such as Tishman Speyer and Onni Group, to cancel plans for nearby office buildings. Hines' project would feature a 217-foot tower next to the historic Ford Factory complex, with ground-floor shops and restaurants, and a seven-level parking garage.

    The 6-acre site could accommodate additional offices and shops in the future. Designed by Rios, the building's sloping facade will be clad in glass, steel, and brick, with 74,000 square feet of terrace decks and open space. Pending City Council approval, construction is expected to take three years. The project's cost and timeline have not been disclosed.

    The proposed Ford Factory expansion is one of several new office projects planned for the Arts District, which already includes developments by Jade Enterprises and Skanska. Hines has also completed a 217,000-square-foot complex in West Los Angeles and partnered with C.J. Segerstrom & Sons to build a retail village with homes in Santa Ana.
