enrico County offers two programs for eligible property owners: the REAL ESTATE ADVANTAGE PROGRAM (REAP) and the REAL ESTATE CAP PROGRAM (RECAP). To qualify, you must be at least 65 years old or totally disabled by December 31, 2024, own and occupy your home as your sole dwelling. For REAP and RECAP, combined household income cannot exceed $75,000 for REAP and $125,000 for RECAP, excluding the first $10,000 of each relative's income. Net worth, excluding property value and up to ten acres of land, must not exceed $500,000 for REAP and $750,000 for RECAP.
The exemption amount will be 100% for qualifying participants, up to a maximum of $3,200 for REAP. RECAP caps real estate taxes at the initial payment amount and prevents increases above that cap. Applications and certifications must be filed by April 1, 2025; hardship cases and first-time filers can apply through December 31, 2025.
