Joint Venture partners with new developers for Oakland BART Station renovation project

Joint Venture Adds Four Developers for 800-Unit Retail Village in West Oakland.

A
joint venture behind a massive retail village in West Oakland has added four new developers to the project. The Strategic Urban Development Alliance and China Harbour Engineering have brought on AMG & Associates, Keystone Development Group, The Pacific Companies, and Innovative Housing Opportunities to help build the 766-unit complex near the West Oakland BART station at 1451 Seventh Street. The reason for the addition is unclear.

    The project, known as Mandela Station, was approved in 2020 with plans for 240 units of affordable housing, financed by $18 million from voter-approved bonds. Keystone Development Group has filed a zoning permit on behalf of the affordable housing joint venture, Mandela Station Affordable LP. Plans call for a 241-unit apartment building with ground-floor shops and restaurants, as well as a parking garage and bike storage.

    The six-story complex will feature studios, one-bedroom, two-bedroom, and three-bedroom apartments, with some units set aside for formerly homeless residents. The project's design includes a unique facade and rooftop deck. A cost and timeline for the project were not disclosed, but Mandela Station Affordable LP claims to have secured funding.

    The original development team included Strategic Urban Development Alliance, Hensel Phelps Construction, and China Harbour Engineering. Unlike other Chinese developers that have struggled financially, China Harbour appears to be on a steady course. The project's lead developer, Alan Dones, is also involved in the Black-led African American Sports & Entertainment Group, which recently renegotiated its purchase of the Oakland Coliseum for $125 million.
