Philadelphia's top development projects to track in 2025

New skyscrapers transform the city's skyline, driving investment in surrounding neighborhoods.

hiladelphia's building boom continues to shape the city's skyline and fuel investments in new neighborhoods. Several major development projects are making progress, with some expected to open this year.

    Chubb's 18-story office building is the latest addition to Philly's skyline, spanning 438,000 square feet and serving as the insurance giant's new headquarters. The project, valued at $430 million, will bring over 3,000 employees to Center City, including more than 1,200 new jobs.

    The 17 Market West project involves converting an 18-story former office tower into apartments and ground-floor retail along busy Market Street. This 299-unit development from Alterra Property Group is the city's largest conversion post-pandemic and features a rooftop saltwater pool and cabanas.

    In Rittenhouse, Pearl Properties' Harper Square will add around 50 stories and up to 215 residential units. However, demolition began last year, but there's no ETA on a groundbreaking yet.

    The Bellwether District in South Philly is poised to become a warehouse mecca, with the first industrial-sized warehouse expected to be completed soon. The project involves transforming 1,300 acres of a former oil refinery site into an industrial and life-sciences hub over 10-15 years.

    At the Navy Yard, Ensemble Real Estate Investments and Mosaic Development Partners are building a two-building apartment complex with 614 units and new retail space. This is part of a $6.2 billion plan to transform part of the former military base into a new neighborhood filled with housing, restaurants, a hotel, and offices.

    Several other projects are pending, including Penn's Landing megaproject, which has been stalled for over two years despite breaking ground in 2022. The Wanamaker Building in Center City is expected to be converted into apartments after the loss of its flagship Macy's store this year.
