The planned Quartier am Bahnhof in the Upper Bavarian municipality of Taufkirchen is to be conceived as an integrated urban concept, but delivered operationally in separate phases. The municipal council of Taufkirchen passed a unanimous resolution in principle to this effect on 29 October 2026. At the core of the decision is an instruction to examine whether the redevelopment of the existing Lindenpassage site can be brought forward and accelerated via special provisions in the German Building Code.

Section 31 (3) of the German Building Code, known as the fast-track building provision, serves as the planning law basis for the project. Because the site of the ageing arcade is already fully serviced, the new building could be realised as the first independent construction phase of the wider master plan. Current plans for this area envisage predominantly residential development, complemented by ground-floor retail space.

Accelerated delivery ahead of concluding the master plan procedure

Following the committee's vote, it will now be formally clarified whether the new scheme can be approved and started prior to the final completion of the urban land-use planning procedure for the entire Quartier am Bahnhof. The First Mayor of Taufkirchen, Dr Sebastian Thoma, stressed during the public session that while the municipality continues to view the entire quarter as a single design entity, phased delivery should be explored where an earlier start of construction appears sensible. The Lindenpassage provides suitable prerequisites for this approach.

There was broad consensus within the municipal council that the existing Lindenpassage building urgently requires renewal, as the property currently presents an unattractive appearance within the district. Looking at the future development, council members also called for a balanced ratio between housing, commercial uses and required social infrastructure. The specific obligations of the property owners and their contributions to local infrastructure are to be formally established in an urban development contract.

Owners' association and outlook

The owners' association of the Quartier am Bahnhof welcomed the unanimous vote of the municipal council as significant progress in the development process. The resolution provides a viable foundation for addressing outstanding issues jointly with the local authority. The next steps will involve an in-depth review of legal and planning parameters as well as continuing contract negotiations between the municipality and the owners.
