In the Free State of Bavaria, a monetary turnover of EUR 50.5 billion was generated in the property sector in 2024, representing 20 per cent of the nationwide total turnover. For 2025, this turnover increased to EUR 56 billion. These figures were presented as part of the recently unveiled Bavarian Property Market Report, whose findings were explained in Munich by Building Minister Christian Bernreiter, Gudrun Reicheneder, Chairperson of the Upper Expert Committee, and Rainer Haselbeck, District President of Lower Bavaria. The report is based on detailed analyses and evaluations of market developments for 2024 and 2025.
A significant finding of the report is the stabilisation of price levels in the land market. Following previous price increases, a consolidation is now observable, with regional variations in its extent. Despite this development, the situation in the housing market remains challenging. In this context, Building Minister Bernreiter emphasised the necessity of state efforts to create reliable and attractive framework conditions. He highlighted that the state government has allocated a record sum of EUR 3.6 billion for housing promotion in the 2026/2027 double budget.
To accelerate and reduce building costs, modernisation laws are being used to streamline building regulations. Furthermore, simplified construction is being demonstrated with building type 'e'. In Bavaria, a specific conversion order has been introduced to minimise bureaucracy. The Building Minister underscored the urgency of reactivating private residential construction. For this purpose, Bavaria is advocating at the federal level, for example, for improved depreciation options, tax relief, simplification of KfW programmes, and a review of building standards. He warned that plans for the expropriation of housing, as proposed by a Berlin initiative, would hinder housing construction, as they undermine investment security. Such endeavours are being resolutely opposed both at the Conference of Building Ministers and in the Bundesrat.
Gudrun Reicheneder stressed the relevance of market transparency through reliable and accessible information on price levels and turnover data. In the future, the data from local expert committees in Bavaria will be comprehensively presented on interactive dashboards, representing a further step towards digital transparency. Rainer Haselbeck added that the Property Market Report provides a comprehensive picture of the market and that the data forms an indispensable basis for investments in residential construction. He referred to the paramount importance of affordable housing for the social climate.
Transaction figures in Bavaria showed positive development: in 2024, the number of sales cases increased by 13.3 per cent to 127,638. In 2025, a further increase of 11.8 per cent to 142,712 transactions was registered. The monetary turnover of approximately EUR 56 billion in 2025 largely corresponded to the 2022 level but was 21.6 per cent below the peak value of 2021.
