The Bavarian state government is firmly positioning itself against plans for the socialisation of private companies' housing, as propagated by a Berlin initiative. This rejection was recently clearly expressed by Minister of Construction Christian Bernreiter at the Federal-State Construction Ministers' Conference. Bavaria's stance, which emphasises the necessity of investment security for the construction sector, was accepted at the conference.
Minister Bernreiter voiced criticism of the aforementioned socialisation plans, stressing that such approaches would fundamentally undermine the willingness to build new homes and the creditworthiness of real estate companies. He called for clear regulations at federal level to prevent such a scenario. The Bavarian motion was adopted by the Construction Ministers' Conference in Berlin, which underscores cross-party agreement on this issue. Additionally, the state government plans a corresponding initiative in the Bundesrat.
Investment Security as the Foundation for Housing Construction
According to the Bavarian state government, reliable investment security is essential for creating additional housing. The state's task is to establish framework conditions that actively promote new construction, expansion, and conversion. Bernreiter referred to the measures established in Bavaria, summarised under the term "Bauturbo" (Construction Turbo). These include a dedicated conversion ordinance, the aim of which is to reduce bureaucratic hurdles and minimise costs and effort for construction projects.
The Bavarian position argues that socialisation is not a solution to the housing shortage, as it does not create new housing units. Rather, the uncertainty already caused by the mere discussion of such plans poisons the investment climate. This, in turn, impairs the willingness of private investors to channel capital into the housing market. The Minister of Construction underlined the indispensable role of private investment, as the state cannot meet the entire housing demand on its own.
